Peg@sus is a collaborative solution – using service-oriented business architecture – for the adoption of a real paperless office. This is achieved through the centralized handling of all matters and files, adapted to the dynamic work flows in your organization. Electronic documents are produced from whatever source, using an electronic signature system (FIEL) to guarantee certainty and legal validity for participants, the identity of the individual producing the document and the integrity of content and has been tested together with Microsoft to run on SQL Server 2012 through Master Data Services and Data Quality Services as well as new mode AlwaysOn Secondary which allows to maximize use of infrastructure of SQL Server.

Who is the Service Intended For?

  • Any of the three government branches (executive, legislature or judiciary) at any level of government (federal, state or municipal). Peg@sus is designed as a desktop solution that can be adapted to the different roles of an organization, for civil servants and executives to advisors, or operators and assistants.

Peg@sus solution is offered under the following modalities:

  • "In-Premises" License: This model consists of the customer acquiring the rights to use the Peg@sus license and it installs it in its Data Center. The application management is carried out by the customer IT staff.
  • Administered Service: This is a solution distribution model where Pegaso Tecnología supplies the Managerial administration, Document Control and Institutional Collaboration by supplying the use of the solution through the Internet, under the Software as a service scheme (SaaS). The customer does not have to worry about maintenance, daily operation and software support, as well as technological architecture. The customer uses the application from the Pegaso Tecnología data center. The customer acquires the right to use the solution through the Internet, under the software as service (SaaS) scheme.
  • Hosting License: In this model, the customer acquires Peg@asus rights of use and installs them on the Pegaso Tecnología infrastructure. The application administration is carried out by Pegaso Tecnología staff and the customer uses its solution license through the Internet under a hosted application scheme, administered by a third party.

Details of Functions

    The dynamic processes administered by Peg@sus, unlike the rigid processes implemented in systems such as ERP, CRM or BPM, make it easier for organizations to really take advantage of the high rate of change in our society. The dynamic processes modeled in Peg@sus can be established instantly when required by the end user, as they do not require a drawn-out, highly specialized modeling and simulation process such as the ones that ERP and similar systems need prior to going online. In this way, Peg@sus leverages and extends personnel skills, in order to achieve continuous improvements in organizations. Peg@sus uses an electronic signature and the most up-to-date data security methods – both for data storage and for data transmission via the internet – to establish a framework for electronic document management that has the same degree of legal validity as traditional, paper-based document management.

    The architects at Pegaso Tecnología have achieved a web-based user interface on Peg@sus that has a similar look and feel as other commonly used systems, such as Microsoft Outlook® or Microsoft Windows Live®. In addition, Peg@sus is fully compatible with Microsoft Word® and Microsoft Outlook®, which makes it possible to work directly from Microsoft Office®. The result of all this is that organizations may expect very low training costs and short transition periods before they begin to enjoy the benefits of a paperless offices solution.

    Peg@sus integrates paper document scanners to allow the gradual adoption of the system within the organization, as well as to facilitate collaboration with other organizations that do not yet have Peg@sus. In this way, an application or procedure received on paper can be incorporated into Peg@sus in order to be handled and followed up on in cooperation with other areas. To the same end, Peg@sus also integrates e-mail, to allow applications or procedures received by that means to be incorporated into the system.

    The business architecture of Peg@sus based on SOA (Service Oriented Architecture) technology makes it possible to connect it to the legacy systems of the organization, such as digital document databases (like EMC Documentum or Laserfiche), collaboration systems (like Lotus Notes), or any other system that is purchased or produced in-house. Similarly, the SOA architecture of Peg@sus makes it possible to establish a federation of Peg@sus systems to achieve completely paperless communications that are fully legally valid between different organizations that use Peg@sus.

Legal Framework

    The National Development Plan (PND) for 2007-2012, in Fundamental Principle No. 5 (Effective Democracy and Responsible Foreign Policy), Section 5.4 (Government Effectiveness and Efficiency), Objective No. 4, Strategy 4.1, states:

    • Information technologies will be exploited for communications between civil servants, and between the latter and members of the public, to make the provision of public services and assets more effective, as well as to facilitate access to public information, promote transparency, handle large quantities of data…
    • For the purposes of the adoption and exploitation of information technologies… the habits of the Federal Public Administration… must be changed. Similarly, all government information will be compiled, standardized and systematized in order to adapt it to new technologies…
    • The result of this strategy will be a substantial benefit for members of the public, as the use of electronic processes will allow operating costs to be reduced, as well as saving time, discouraging bias and narrowing the digital divide...


    Our solution helps in achieving the specific goals for the Federal Public Administration set out in the PND.

Implementation Times

    A typical implementation time for Peg@sus is twelve weeks (three months). This includes the following activities:

    • Personalization of Peg@sus with institutional image
    • Installation of Peg@sus server components
    • Maximum load testing for Peg@sus using client’s CIT infrastructure
    • Training for client’s engineers and/or information technicians to operate Peg@sus
    • Training for Peg@sus usage under “train the trainer” scheme for client’s engineers and/or information technicians
    • Pre-production pilot testing as part of the technology adoption process
    • Final testing with Peg@sus coming online gradually throughout the organization

Requirements for CIT Infrastructure

    The CIT infrastructure requirements for Peg@sus installation depend on the expected number of users and the specifics of the organization’s internal processes. These two variables affect the average number of operations per second that are referred to Peg@sus, and therefore determine the processing and telecommunications capacity that the CIT infrastructure needs to have in order to achieve an appropriate service level.

    Fortunately, despite these variables, it is always possible to establish reference cases based on measurements of maximum load factors carried out in our laboratories. Below is a reference case for the CIT infrastructure that would be required in order for Peg@sus to support 300 operations per second with an average response time of one second.

    The estimated ratio between operations per second and total system users is 1:10, which means that this reference case would be applicable for 3,000 Peg@sus users.
