Javier Vega

Currently the CEO of Pegaso Tecnología, Javier Vega was previously Chief Information Officer for the Mexican Internal Revenue Service, with more than 2,300 IT professionals working under him. During his time in the position, he was named 2005 CIO of the Year by the editorial committee of the prestigious magazine Information Week.

Also under Javier, the organization received a series of awards for the best use of technology to handle taxpayer and customs services. His implementation of new operating methodologies is frequently mentioned as an example of best practice for both the public and the private sectors, both in Mexico and in international publications (OECD).

Previously Javier worked as Chief Strategic Planning Officer at Avantel, Chief Financial Officer at Filiales Banamex, an independent consultant and CEO of a financial leasing company, among other positions.

In a position of responsibility for strategic planning activities in the public and private sectors, Javier has directed different reengineering projects, implementing multiple multiannual strategic plans and evaluating a large number of investment plans.

Javier has participated as a speaker at dozens of conferences, including events for The Economist, the OECD, the CIAT, IDC and AMECE, among others, in Mexico, Europe and South America. He has also given conferences at business events for important companies such as HP, Alcatel and PricewaterhouseCoopers.

Given his experience, he is able to support clients in their strategic decision-making processes and in their implementation of IT models and best practices. His horizontal approach is well suited to identifying improvement opportunities when he is working as a consultant, as he understands and has been in charge of business and IT areas in large organizations.

Javier studied IR at the Anáhuac University in Mexico City and has complementary studies in finance, stock markets, taxation, technology and telecommunications.

Tatiana Leonidovna Beger

Tatiana is the Chief Technology Officer at Pegaso Tecnología. Her experience and know-how are in the field of integration of IT solutions, business architectures and systems, and improvements to the software development process, including methodologies, technologies and tools and the development and integration of business and standard applications.

Prior to taking up her current position at Pegaso Tecnología, for almost 14 years Tatiana Beger held a series of posts in the Information Technology Department of the Mexican Internal Revenue Service (SAT), eventually reaching the position of Director in Chief of the Application Development and Data Warehouse Department of the organization, where she was in charge of more than 400 people and more than 300 simultaneous development projects.

She has directed a large number of varied projects for the development and integration of business applications with a focus on taxpayer services, tax collections, taxation matters and customs, with a national and international reach. She has also development decision support systems (DSS) based on statistical analysis, risk management and the use of data mining.

Under her direction, several projects received Innova awards due to their commitment to consolidating good government. These awards are issued by the Mexican President for innovation and quality in government:

  • 2003: Reengineering of Integral Automated Customs System (SAAI).

    This system is currently used to control the importation, exportation and transportation of goods dispatched from the country’s 48 customs facilities. The project was a contender for the 2006 Innova Prize.

  • 2004: Virtual Taxpayers’ Office.

    The Virtual Office managed to bring together more than 15 high-impact taxpayer services in a single system, accessed through the internet website of the SAT. As well as an Innova Prize, it received a special recognition as the most outstanding digital government practice of 2004.

  • 2005. Advanced Electronic Signature (FEA).

    The certification process is based on the registration of biometric data, guaranteeing the uniqueness of the taxpayer’s registration.

Tatiana Beger was born in Russia. She has a Master’s in Engineering Science from the D.I. Mendeleyev Chemical Engineering Institute in Moscow.

Rubén Hernández León

Rubén is the Director of the Software Factory at Pegaso Tecnología. He has a group of systems architects, process engineers, developers and project managers working under him, who collectively form the software factory. His main skills are the planning and execution of IT solution integration projects, business and applications architectures, methodology-based improvements to software construction processes, maturity models and international best practices.

Before joining Pegaso Tecnología, Rubén was the Deputy Director of Systems Development at the SAT, handling systems for taxpayer service, large taxpayers and tax audits. He was responsible for developing and maintaining more than 100 technologically diverse systems with a high degree of complexity, and carried out technology migration projects and systems reengineering in order to guarantee the continuity of service. Important projects include the reengineering of the SAT’s Electronic Document Input System, which is the application currently used to receive taxpayers’ returns.

He was also responsible for the centralization of a series of taxpayer assistance, large taxpayer and tax audit systems (more than 80) in a single Data Center. The result was an improvement in operations and a reduction in costs, and the millions of taxpayer users experienced no interruptions of impairment in the service provided to them.

Currently under his direction architectural reviews are being carried out for the solutions we provide to our corporate clients.

Some of the projects developed by Rubén Hernández León received Innova awards for their commitment to the consolidation of good government. These awards are granted by the Mexican President for innovation and quality in government in Mexico:

  • 2002: Reception of Tax Returns Electronically.

Rubén Hernández León was born in México City. He graduated with honors as a Computer Engineer from the UNAM University and went on to study a Master’s at the Institute of Applied Mathematics Research, also at the UNAM. He has 13 years’ experience in developing, implementing and integrating systems, and more than 5 years’ experience in reviewing business architectures.

Edgardo De La Rosa Pineda

He is the Director of Service Support at Pegaso Tecnología, where he is responsible for the support, operations and infrastructure group that manages the internal operations of the company and the external operations of clients with ASP services. His main skills are planning and executing data center implementation projects, methodology-based operations and support processes and procedures for the services administered, maturity models and international best practices.

The Data Center he is in charge of has advanced levels of automation and standardized delivery processes. It hosts complex infrastructure solutions and business applications on a series of computer and telecommunications platforms, with standardized delivery processes, totally managed security environments and a quality of service that are suitable for mission-critical facilities and may be adapted for companies or government agencies of any size.

Before joining Pegaso Tecnología, Edgardo was the Systems Quality and Continuous Improvement Manager at the SAT and was responsible for implementing a software factory compatible with the CMMI-3 model.

Important projects include the engineering for a cellular communications network, and the computer architecture and infrastructure used for the operations of telecommunications companies with the principal operating processes aligned with the eTOM model. His considerable know-how in telecommunications processes has allowed him to develop proprietary OSS solutions and to implement commercial products for the operations of telecommunications companies.

His experience in the development and telecommunications area provides him with a clear understanding of the developer’s needs and the support and operations areas required to define integral processes and methodologies for point-to-point solutions.

Edgardo De La Rosa Pineda has 10 years’ experience in the industry. He obtained a Master’s in Administration and Telecommunications from the Monterrey Technological Institute and a Bachelor’s in Computer Science from the National Polytechnic Institute, UPIICSA campus.

Leonardo Zepeda

Leonardo Zepeda has more than 8 years’ experience in the CIT industry and has handled financial, regulatory and market aspects of the business. He has been responsible for budget control in the IT area of one of the largest public-sector institutions in México and has implemented financial performance indicator systems in companies in the telecommunications sector.

He has given more than 8,000 hours of courses and seminars in various areas relating to the economy, economic regulation, finance and business at universities in México and Latin America.

He has also acted as a financial analyst for banking and consulting institutions in México, the United Kingdom and the USA.

Leonardo graduated as an economist from the CIDE. He has an MBA in banking and finance, which he obtained from the University of Birmingham in the United Kingdom, and has taken specialization courses in valuation and venture finance at Harvard University.

Leonardo is part of our consulting team and provides client support in defining ROI and the feasibility of CIT-related projects.

He has also been a senior consultant for telecommunications companies, start-ups and public companies and institutions, developing a range of activities that includes the following:

  • Responsible for valuation and cost assessment of technology initiatives for several companies
  • Responsible for financial input in preparing tenders for CIT companies in the public sector
  • Planning and preparation of business cases to justify CIT initiatives in the public and private sectors
  • External consultant in company valuation, mainly in the CIT sector, for mergers, acquisitions and decisions
  • Planning and preparation of business cases to obtain capital and start operations in new businesses, mainly in the CIT industry but also in other sectors
  • Preparation of reports relating to the Mexican telecommunications market as an external consultant for a range of companies
